The undersigned is directed to inform that a view has been taken in the Ministry that Management Agencies may be appointed in important source markets overseas, to provide professional assistance to the Indiatourism offices (ITOs) overseas in undertaking aggressive promotion and marketing of India’s rich tourism products in the following markets:

2. The ITOs overseas may initiate the required tendering procedure for appointment of professional Management Agencies having prior experience of representing tourism destinations in the above mentioned markets.
3. The offices may issue advertisements in leading newspapers, inviting proposals from Management Agencies. The model RFP Document for the same is attached herewith. The RFP may be uploaded on relevant websites (of the Ministry and Indian Missions).
4. As may be seen in the model RFP Document, the ITOs overseas would be required to follow the two bid system by asking for Technical and Financial Bids separately i.e. Quality –cum- Cost Based Assessment System.
5. ITOs overseas may please refer to Clause 6 (iii) (S. No. 2) wherein the turnover of the Agency during the Financial Year April 2018 - March 2019 or Calendar Year 2018 as the case may be, has been indicated in USD. The same may be changed as per the currency prevalent in the respective markets. However, it may be ensured that the said amount should be the equivalent of the USD indicated in the Model RFP. It is also to inform that this is a model RFP and therefore the office/country/market etc. may be amended accordingly.
6. Concerned Indian Missions may also be requested to depute officer/s to be part of the committee constituted for evaluation of technical and financial bids. Once the selection procedure is finalised, the concerned ITOs overseas should send a detailed proposal with cost implications for approval of the Ministry of Tourism It is also to inform that payments to the Management Agencies appointed, would be made by the concerned ITOs overseas from the Promotional Budget allocated to the offices.
7. ITOs overseas are requested to follow all codal formalities for appointment of the Management Agencies. The OM division may be contacted in the event of any further clarifications required.
8. This issues with the approval of Secretary (Tourism).
